What CRA-1 Requires
CRA-1 prescribes detailed cost records for: (a) Material cost including purchase price, freight, duties, and quantity consumed, (b) Labour cost including salaries, wages, and employee benefits attributable to production, (c) Utilities including power, fuel, water, and steam consumed, (d) Direct expenses, (e) Overheads — factory, administration, and selling & distribution, (f) Quality control costs, (g) Research and development costs, and (h) Packing costs.
Product-Wise Cost Build-Up
The most critical requirement of CRA-1 is maintaining product-wise cost of production. This means every product or product group must have a detailed cost sheet showing material consumed, conversion costs, and total cost of production per unit. Companies with multiple products must allocate common costs using rational bases.
Reconciliation with Financial Accounts
CRA-1 requires that cost records be reconciled with the financial accounting records. This means the total costs captured in the cost accounting system must match with the profit and loss account. Any reconciliation differences must be clearly identified and explained.
Practical Tips for Compliance
1. Start with Your Chart of Accounts: Map your existing ledger accounts to CRA-1 cost elements. This is the foundation.
2. Set Up Cost Centers: Create cost centers for each production department, service department, and support function in your ERP.
3. Define Allocation Bases: Document the basis for allocating common costs — machine hours, labour hours, production quantity, or floor space.
4. Monthly Closing Routine: Prepare monthly cost statements, don't wait for year-end.
5. Document Everything: Keep a methodology document explaining your cost allocation bases, valuation methods, and any assumptions.
Common Challenges
The biggest challenge for most companies is overhead allocation — how to split factory overheads across multiple products fairly. Activity-based costing (ABC) provides the most accurate results, but even a simple allocation based on machine hours or direct labour hours is acceptable as long as it's consistently applied and documented.
